Huanqiu Xinjiang Co. was formerly Dushanzi Petrochemical Co. (Xinjiang Dushanzi Fangchen Petrochemical Co., Ltd.) and merged into HQCEC on November 12, 2009 as its wholly owned subsidiary. By January 1, 2010, it had 334 service workers, including 266 registered engineers (comprising one senior engineer, 41 deputy senior engineers and 120 medium-level engineers). It has a registered capital of 23.42 million yuan.
The company has the Grade-A qualification for project consultation, design, supervision and construction cost consultation and the EPC qualification corresponding to its design qualification. It holds a QHSE management system authentication certificate for all its business.
The company has five proprietary designs know-how’s for alkylphenol calcium sulfide units, ashless dispersant units, high alkaline calcium naphthenate units, units for comprehensive use of pyrolysis fuel oil and rare earth butadiene rubber units.
Depending on the development of the refining industry in Dushanzi, the company has taken responsibility for design and management of refinement projects in Dushanzi since the 1950s. It has designed and managed 70,000 tonnes to 6 million tonnes/year new and expansion oil refinement projects and auxiliary projects in the Dushanzi area, Projects to date include 3 crude oil projects totalling 6 million tons/year, 2 catalytic cracking units totalling 1.3 million tonnes/year, 2 delayed coking units totalling 1 million tonnes/year, 2 propane de-asphalting units totalling 500,000 tonnes/year, 2 solvent de-waxing units totalling 400,000 tonnes/year, 2 furfural extraction units totalling 400,000 tonnes/year and 45 hydro cracking units totalling 600,000 tons/year. In 1997, the company undertook construction management, design management and part of design for the 2.5 million tonnes/year oil refinery in Khartoum, Sudan, which involved a total investment of 640 million US dollars. The project was delivered in February 2000, and fed and commissioned successfully in April at one stroke. The project’s short construction period and good construction quality were unprecedented in construction of domestic oil refineries, bringing credit to China and the Chinese petroleum industry in Africa and the world.
After the 10 million tonnes/year oil refinement and 1 million tonnes/year ethylene projects began to be constructed in Dushanzi, the company designed projects involving 500,000 tonnes/year catalytic reforming, 380,000 tonnes/year aromatic extraction reconstruction, 400,000 tonnes/year gasoline hydro desulphurisation transformation, air compression, a commercial reserve depot for 2 million m3 of crude oil, a national reserve depot for 3 million m3 of crude oil as well as communication, warehousing, sales and transportation.
The company has regarded the market as its guide and refinement service as its core business, trained a project design and management team which is good in business and strong in ability, and made great progress over the years. Dushanzi Tianli Industrial’s 40,000 tonnes/year heavy gasoline project for production of tri-methylbenzene, which began construction in June 2004,. It won the award of “Strengthening Management and Setting an EPC Model--Petroleum Project Construction Enterprise’s Management Modernization Achievements in 2005” from CAPEC. In October 2008, it undertook by way of EPC, Dushanzi Tianli Industrial’s 60,000 tonnes/year pyrolysis fuel oil project, and was commissioned successfully at one stroke in October 2008. Dushanzi Petrochemical’s lift pipe catalytic cracking unit and crude oil unit designed by the company won the national-level excellent design award. Its 47 designs involving a high alkaline calcium naphthenate unit, a polypropylene unit, a de-waxing and de-oiling combination unit transformed from a ketone benzene de-waxing unit, an alkylphenol calcium sulfide unit, catalytic reforming transformation and butadiene rubber expansion, won provincial and ministerial-level excellent design awards. Moreover, its nearly 60 projects won municipal and bureau-level excellent design awards. Therein, the products of high alkaline calcium naphthenate unit won the excellent product award in the international product fair held in Stockholm in October 2001. The 140,000 tons/year ethylene project cracking unit in Dushanzi it supervised in 1995, won the national Lu Ban Award, and the 300,000 tonnes/year lubricating oil high-pressure hydrogenating unit in Karamay it supervised in 2003, won the national award for high-quality projects.
The company won the honour of an “advanced unit” of the group company in 2004, and its second party branch won the title of an “advanced grassroots party branch” of the group company in 2006. Guo Junling, a “labour model” at the group company’s level, was received by Hu Jingtao and other party and state leaders many times.
