1. Environmental Impact Assessment
HQC has a Class A EIA certificate (State EIA Certificate Class A No. 1008) that was issued by the Ministry of Environmental Protection. The company has 20-plus years experience in environmental impact assessment, and a strong capability in the field.
The company completed 50-plus environmental impact assessments for large-scale and medium-scale projects that were approved by the State Environmental Protection Bureau or Provincial Environment Protection Bureau. These projects cover petrochemical business, natural gas business, coal chemical business, larger-scale storage facility and regional planning.

Jiangsu Sopo Group Company 15×104 t/a Acetate Transformation Project was awarded as First-class Project Consulting Prize of National Chemical Industry by China Chemical Engineering Survey Association, and First-class Project Consulting Prize by China National Association of Engineering Consultants in 2001.
The environmental impact assessment report of CNPC Qianguo Refinery 2×104 t/a Tetrahydrofuran Polyether Project was awarded as the 2003 Third-class Project Consulting Prize by China National Association of Engineering Consultants. The environmental impact assessment report of the Project of Foreign Joint Venture Medical Waste Treatment Center in Jiangsu was awarded as the 2004 Third-class Project Consulting Prize by China National Association of Engineering Consultants. The environmental impact assessment report of Zhangjiagang Ineos Phenol Acetone Project was awarded as the 2006 Third-class Project Consulting Prize by the Oil and Natural Gas Committee of China National Association of Engineering Consultants. The environmental impact assessment report of Wanhua Industrial Group Company’s Wanhua Plant Re-location MDI Project was awarded as the Third-class Project Consulting Prize of 2009 National Excellent Consulting Projects, and the 2009 First-class Project Consulting Prize by China National Association of Engineering Consultants.
2. HAZOP Business
Over the past 50-plus years, HQC gained many experiences in designing risk control & management. The company established a comprehensive design risk management system, which covers risk identification of the front-phase design, qualitative or quantitative risk analysis of the engineering design phase, and the risk tracing & management of the project end-phase. The company also wrote a series of procedure documents including “HAZOP Analysis”.
As the leading party of the project management team, HQC has finished HAZOP analysis for many projects since 2002, which includes Sri Lank M Tank Zone Project, Zhanjiang Liquid Ammonia Tank Zone Project, Bengal Natural Gas Silica Gel Dehydration Project, Ningxia Coal Industrial Company Polypropylene Project, Qinzhou State Storage Tank Area Project, Sichuan Chemical Torch and Reclaim System Project, and Kelamayi Petrochemical Diesel Oil Hydrogenation Quality-improving, Catalytic Reforming and Delayed Coking Project.
Working as the principle project contractor in HAZOP planning, organizing and implementing, HQC took charge of many significant projects, such as Saudi Arabia HDPE Project, Tangshan LNG Project, Ansai Liquefaction Project, Vietnam Fertilizer Project, Daqing 600,000 T/Y Ethylene Project, and Ningxia Petrochemical Fertilizer Project. The company also finished HAZOP jobs for many projects as the designing contractor.
